Today, heartfelt tributes were paid to 'Dharti Aaba' Bhagwan Birsa Munda on the occasion of his 126th martyrdom anniversary within the Jharkhand Legislative Assembly Premises. On this occasion, the Hon'ble Speaker of the Jharkhand Legislative Assembly, Shri Rabindra Nath Mahto, garlanded the life-size statue of Bhagwan Birsa Munda located in the Assembly Premises. He noted that Bhagwan Birsa Munda called upon people to tread the path of self-respect and the struggle against exploitation. His leadership capabilities at a very young age shook the foundations of British rule. It was on this very historic day that Bhagwan Birsa Munda breathed his last in Ranchi Jail. His persona will forever remain a source of inspiration an example for generations to come in the fight against injustice and the defense of one's rights. Bhagwan Birsa Munda was not only a freedom fighter but also worked tirelessly to keep the consciousness regarding the protection of water, forests, and land—as well as one's culture and traditions alive among the masses.09 June 2026
Awarded Honorable President to the Gold Medalist Devasi Hembram in International Rifle Shooting Championship 2026

On the International Rifle Shooting Championships 2026, held in Thailand, winning the gold medal (Gold Medal) to illuminate the name of the country and the state on the International Patel, the daughter of Kundhit of the Nala region, Devasi Hambram, today Hon'ble President Jharkhand Legislative Assembly Shri Rabindranath Mahto honoured in his office room. On this occasion, Hon’ble President, lauded the Dewasi by providing traditional shawls, memory-marks (Momento) and certificate.
On this occasion, the Hon’ble President congratulated the parents of Devasi as well as his attendants and his instructor (Koch) as well.
Hon’ble President said: " Devasi Hembram has achieved this unprecedented achievement on the strength of his hard work, stringent discipline, the daughters of Jharkhand are constantly touching new heights in the field of play and increasing the value of the state. The mortal remains of former MLA Shri Madhav Lal Singh were brought to the Vidhan Sabha for the last sight.

Shri Madhav Lal Singh, former MLA of Gomia Legislative Assembly today passed away at Ranchi’s private hospital. He was also the Minister in the undivided Bihar and the Government of Jharkhand. The Jharkhand Legislative Assembly was brought to his part of the body for the last visit. In Portico No.1 of Jharkhand Legislative Assembly, his part-intensive body was finalized.

Organizing Workshop on Legislative Assembly on Constitutional Provisions concerning the State Legislative Board

In the library room of Jharkhand Legislative Assembly today, the rules of procedure and operation of the Legislative Assembly by the Legislative Research Reference and Training Treasury of the Assembly Secretariat and some of its untouched aspects,
The workshop was organized for the staff/ officers of the Legislative Assembly Secretariat on the implementation of NeVa (National e-Vidhan) in the Jharkhand Legislative Assembly and the constitutional provision concerning the State Legislative Board.
The workshop started with the gamut of the Hon'ble Chairman Jharkhand Legislative Assembly Shri Rabindranath Mahto. Shri Ranjit Kumar, Secretary in charge of the Secretariat of the House with Hon'ble Chairman, Mada has also attended the workshop.
The first session of the workshop runs from 1:30 pm to 1:30 pm. The first session started with the address of the Hon’ble Chairman, Madhu. The Hon’ble Chairperson gave good feedback to attend more number of officers in the workshop. He said we earn more knowledge through the discussion attendant. The benefits of learning with the experience of acting orbitors should be reached to the competent authorities. While working in the offices, readings are less likely to find the chance of reading. In this way, the conduct of workshops also gives the opportunity of persuasion with the drawing of knowledge.
If we want to learn and enhance our understanding, we have to pay as much attention as possible with the withdrawal of knowledge in addition to the study.
He also said that the officers of the Legislative Assembly cooperate with the Hon’ble members in their actions. He needs to be updated from legislative subjects. The legislative arrangements and institutions have to be more accountable to the Executive if they act properly. Therefore, in our constitutional arrangement, the Legislative Assembly Secretariat has been removed from the Executive. The Legislative Assembly needs to be completed by the preparations of conducting the session through the National E Legislation (NEVA) before the upcoming monsoon session so that we could proceed towards the Paperless Legislative Assembly.

Organizing a one-day workshop on understanding of Parliamentary Process and Statutory Provisions

A one-day workshop on "Strengthening the understanding of the Constitutional Procedure and Statutory Provisions in the Library Room at Jharkhand Legislative Assembly at 11:00 p.m. of 24/04/26 and effective use of Library Resources" was organized today.
The workshop started with the address of Hon'ble Chairman, Jharkhand Legislative Assembly Shri Rabindranath Mahto. Shri Ranjit Kumar, Secretary in charge of the Jharkhand Assembly Assembly Assembly, and the Officer and personnel of the Assembly Secretariat have attended this workshop.

Shri Rabindra Nath Mahto said in his address, India is a parliamentary democracy. In which legislature, executive and judiciary have their own obligations. It is very important to know the limits and limitations of the obligations to be discharged. The officers and personnel of the Secretariat collaborate in disposing their actions to the members of the Hon'ble and to the legislative and constitutional parties. Therefore, it is important that the personnel and officers of the Assembly Secretariat are aware of the subjects in every respect of which the legislative traditions and legislation remain anxious of the Assembly and the work efficiency of the personnel and office bears the posture in execution of their actions.
He said that the personnel and officers that work efficiency is first reflected by their conduct.
The Hon’ble President also informed the officers of the personnel who are aware of their feelings that the workshop is being held in the library room so that you are becoming a habit of reading and learning.
In the first session of the workshop, the Legislative Assembly was formed, constitutional provisions, provisions relating to Ministers, Parliamentary privileges, Money Bills and Annual Financial Statements and various articles related to the Budget and the officer of the Presidential Treasury regarding better and effective use of library resources.
In the second session of the workshop, the worklist of the official programmes of the Jharkhand Legislative Assembly, the process of the Jharkhand Assembly and the work operation rules and the oath or affirmation by the elected members, the address of the Hon’ble Governor, the general debate etc. Shri Roshan Kirdo from the legislative branch of the Jharkhand Legislative Assembly, the official of the office presented in the workshop.

Hon'ble Chairman, M.D. inspected the Library located at Legislative Assembly

On 24th March 2026 at Jharkhand Vidhan Sabha, Sarhual Millan Ceremony was organized by the officers and employees of the Audit Secretariat. In this regard, today, on 17th April, 2026, Shri Anup Kachlop, Shri Birsa Car, Shri Nirmal Hembram, and Narendra Kumar Uranv and Arvind Minz, the committee was expressed gratitude from the Hon’ble President, by visiting his office room and offering them Momento. Jharkhand Legislative Assembly held Annual General Meeting of the Commonwealth Parliamentary Union, Jharkhand Branch

The annual general meeting of the Commonwealth Parliamentary Union, Jharkhand branch was held in Jharkhand Legislative Assembly today.
The meeting started by Hon’ble Chairman, Jharkhand Legislative Assembly Co-Chairman, Commonwealth Parliamentary Union, Jharkhand Branch Shri Rabindranath Mahto from his initial statement. Shri Ramdas Soren and Ramchandra Nayal, former Hon’ble member of the CPA Jharkhand branch, was also considered a minute.
The Hon’ble President said that the Commonwealth Parliamentary Union constituted in 1911 has emerged as the grand organization of the Parliamentary Union 56 countries which is the second largest organization after the United Nations, to promote good governance democracy and human rights and develop the potential of legislatures.
The Hon’ble President also said that we should think of the Commonwealth Parliamentary Association in large organisations, as we do not sit down until we enter our presence. We must also think about how we play our participation in the nation’s level.
In connection with the upcoming conference, he informed that the 69th Conference of CPA will be held in Cape Town, South Africa.
Shri Radhakrishna Kishore, the Minister of Parliamentary Affairs present at the meeting, said that the last continues unnecessary wars between Iran, Israel and America for several days. The outcome of the war between the three countries is tingling to other countries of the world. Increased inflation. Common people are facing the fortress of gas. Other types of economic damage are also facing different countries. He said that the Commonwealth Parliamentary Union after the United Nations is considered to be the second comprehensive democratic platform of the world. The Commonwealth Parliamentary Union aims to strengthen democratic values and promote human rights and inclusive governance. The Commonwealth Parliamentary Union has over 56 countries of the world and has a vast network of over 180 branches. The Commonwealth Parliamentary Union should interfere with the direction of ending the war instead of being a silent viewer for survival of its objectives and establishing peace globally.

A roundtable attendant on the Gender Responsive Secondary Education theme of UNICEF

On 12th March 2026, a roundtable attendance was organized by the Jharkhand Legislative Assembly Complex of UNICEF on the theme of Jender Responsive Secondary Education. Shri Rabindra Nath Mahto and Hon’ble members were present in this attendance.

During the programme, important topics such as gender equality in secondary education, promotion of education of girls and ensuring inclusive and safe academic environment in schools were discussed. Hon’ble attendees and experts shared their views on taking the necessary steps in this direction and making the education system more sensitive and empowered.

The proceedings of the Jharkhand Legislative Assembly commenced from 11:00 pm. Under the question period, a total of 48 questions of selected departments were listed in question class 05 today. 6 of these questions were discussed in the House. Under the short informed question, Hon’ble Member Shri Chandradev Mahto and Shri Raj Singha’s "Department of Health Education and Family Welfare" and Shri Devendra Kuvanar and Shri Rajesh Kachlop’s question of "Department of Revenue, Esssay and Land Reform". Meetings held at Jharkhand Vidhan Sabha on Budget Session

Today, Shri Rabindra Nath Mahto, Hon’ble Chairman, Jharkhand Legislative Assembly, along with the Leaders/Delegates of the MLA team of the Shri Rabindra Nath Mahto, Hon’ble Chairman, Jharkhand Legislative Assembly, meeting in his office room with the conferreds of the Shri Rabindra Nath Mahto. The meeting discussed in respect of the relevant working days of the budget session. Hon’ble Chairman, Siroda asked for the next session from Dal leaders/Delegates and discussed in the meeting on various suggestions. On 23.02.2026, the municipal body in the state has been agreed to change the legislative actions of the said date in the meeting due to the vote of the election, which will be finalized in the meeting of the Committee of the Workmanship during the declaration session.

The power must always be controlled by accountability and moral order. Montesque later implied already in the ancient scriptures of India in its principle of separation of powers: that stability occurs only when the authority is divided and harmonious, and not concentrated.

Dr. B. R. Ambedkar, the leading manufacturer of our Constitution, explained this balance with remarkable clarity. "The basic principle of federalism is that the legislative and executive authority is divided between the Centre and the States, not by any law created by the Centre but by the Constitution," he said. This scheme not only protects national unity, but also nurtures provincial autonomy, ensuring that democracy in India is as diverse as it serves people.

National parliaments and provincial assemblies are not rivals for supremeity; they are complementary pillars of democracy. Each has its own mandate, but they together ensure that people’s voice is heard at every level of governance.

The real strength of democracy is not in how much power an institution has, but it is how responsibly he prevents himself from overexclusion.

As the Chairman of the Jharkhand Legislative Assembly in India, I have seen how this balance empowers people. In a diverse country like us, the farmer’s voice in a remote village, the aspirations of youth in an industrial city and the concerns of indigenous communities in our forests should be found in the legislative process. It is possible only if national and provincial assemblies complement each other—provincial assemblies nurturing parliaments and local identity and aspirations that protect national unity.

So let us leave this conference with a new resolution.

Let us be committed to maintaining the purity of our institutions, respecting the constitutional boundaries and protecting the principle of separation of powers.

By doing so, we are not only defending legal principles; We are securing the foundation of freedom and democracy for coming generations.

National parliaments and provincial assemblies are not rivals for supremeity; they are complementary pillars of democracy. Each has its own mandate, but they together ensure that people’s voice is heard at every level of governance.
The real strength of democracy is not in how much power an institution has, but it is how responsibly he prevents himself from overexclusion.

As the Chairman of the Jharkhand Legislative Assembly in India, I have seen how this balance empowers people. In a diverse country like us, the farmer’s voice in a remote village, the aspirations of youth in an industrial city and the concerns of indigenous communities in our forests should be found in the legislative process. It is possible only if national and provincial assemblies complement each other—provincial assemblies nurturing parliaments and local identity and aspirations that protect national unity.

So let us leave this conference with a new resolution.
Let us be committed to maintaining the purity of our institutions, respecting the constitutional boundaries and protecting the principle of separation of powers.
By doing so, we are not only defending legal principles; We are securing the foundation of freedom and democracy for coming generations.

Deputy Secretary-General Kamlesh Kumar Dixit contingent demise

Ranjeet Kamlesh Kumar Dixit, who was working on the post of Deputy Secretary in the Jharkhand Assembly Secretariat, died on 17 September late. Their part of the body was brought to the Thursday, Jharkhand. Where other members including Jharkhand Assembly Chairperson Rabindranath Mahto, the office bearer of the assembly and the staff gave the final darshan and tribute. The Secretary in charge of the Assembly on the spot was addressed by the officers of the Manik Lal Hebram and the Assembly Secretariat. Secretary Mr. Manik Lal Hembrum said in his mourning message that Kamlesh Kumar Dixit’s character, pilgrimage behavior and work efficiency
For the House Secretariat family will always remember them. God give His virtue to the soul in His shrines. Provide self-healing of suffering from family members.
All in the assembly complex on the spot prayed for peace of their soul by keeping silence. According to the information the late Kamlesh Kumar Dixit was born on nine February 1971 in Begusarai, Bihar
had happened. He launched his service in Bihar Assembly on a September 1998 on the post of IV Clerk category. He had contributed to the Jharkhand assembly during the cadre division after becoming separate Jharkhand state. The devotees were involved in Saru Rai, Member Ramchandra Singh, Member Raj Sinha and other Officers of the Assembly.
